Paragon Community Housing Group, officially launched on 2nd April 2007 is a non-profit making organisation dedicated to providing a variety of housing solutions that people can afford. The creation of Paragon formalises the highly successful development partnership that has operated between Elmbridge Housing Trust and Richmond upon Thames Churches Housing Trust since 2005.  The Group now owns and manages almost 8,400 homes including general needs, housing for older people, supported housing, registered care homes, key worker, and 800 shared ownership units. It has property in the London Boroughs of Richmond upon Thames, Hounslow, Lambeth and Wandsworth; in Surrey in Elmbridge, Kingston upon Thames, Mole Valley and Woking and in Middlesex in Spelthorne.

Elmbridge Housing Trust, established in 2000, is a not for profit company originally formed to take over the ownership and management of Elmbridge Borough Council’s housing stock.  Service driven and dynamic, with a people centred approach, Elmbridge owns and manages almost 5,000 homes including 3,500 general needs properties, 800 units of housing for older people and over 500 units of leasehold and shared ownership homes.  It provides a range of housing solutions for local people.  It now works with an increasing number of partner organisations in an increasing number of locations.

Richmond-upon-Thames Churches Housing Trust formed in 1966, is a charitable organisation which provides a full range of housing and related services in both rented and shared equity housing, with schemes for families, single persons, elderly and frail elderly people.  Through its frail elderly residential homes it is a major voluntary sector provider of community services. Richmond Churches owns 3,400 homes in management including 2,000 general needs properties, 700 units of housing for older people and supported housing, and over 700 shared ownership homes.
