How We Are Regulated

The Tenant Services Authority and the Audit Commission work together to ensure that the delivery of new homes, the management of housing and other related services and the achievement and maintenance of sustainable communities is appropriately challenged and supported.

The Tenants Services Authority (TSA) is the new regulator for affordable housing and replaced the Housing Corporation as from 1 December 2008.  It was set up as a result of the 2008 Housing and Regeneration Act which increases the TSA’s powers over the regulation of social housing.  The TSA’s new chief executive, Peter Marsh, has already stated that the structure of the new regulator will make it clear to registered social landlords that tenant services and participation are of equal importance to financial viability and governance.  The new Act of Parliament also established the Homes and Communities Agency (HCA), formed by the merger of the housing investment and regeneration functions of the Housing Corporation and English Partnerships.

From 1 December 2008, the inspection of housing associations continued in line with previous arrangements agreed between the Housing Corporation and the Audit Commission.
